The community carries the name of Frank B. Butler, a Lincolnville grocer and real estate developer. In 1927 he began buying land on Anastasia Island, and he opened a beach to African Americans during segregation. The Tampa Times later called it the only beach open to them between the Jacksonville area and Daytona Beach.
Butler opened an inn and a recreation center there, and his daughter recalled eleven Black-owned businesses at the beach. Martin Luther King Jr. stayed at his motel during a 1964 visit to St. Augustine. Part of the land became a state park after a 1958 sale. In 1980 the state leased it to the county, and it is now Frank B. Butler County Park, a stop on the St. Johns County Black History Trail.
The census place counted 4,978 residents in 2020, with 4,530 housing units and 44.2 percent of them vacant on census day. Nearly half the homes were empty that day, and a house that sits closed up needs floors that tolerate heat and humidity without the air running.
Storms reach this strip from both sides. After Ian and Nicole in 2022, the county rebuilt dunes under a FEMA project and finished the Butler Beach reach in August 2023.
