Homes and local risks

What did Irma’s record Black Creek crest teach homeowners here?

Black Creek shapes almost every flooring decision near the water. During Irma on September 11, 2017, Clay County emergency managers put the crest near Middleburg at about 28.5 feet, beating the 1923 mark of about 24 feet. Water entered many homes along both forks, and some residents were lifted out by helicopter.

Rain added to it. About 11.32 inches fell near Middleburg during the storm, the highest total recorded in the county. When a storm stalls over the creek basin, low rooms can take water even if they sit well back from the bank.

The community is old by Florida standards. It began as Garey’s Ferry, appears on state maps from 1836, and Fort Heileman stood between the creek forks during the Second Seminole War. Today the census place covers about 19.6 square miles and counted 12,881 residents in 2020, from the historic district to slab subdivisions and rural acreage.

After a flood, what lies under the finish matters most. FEMA’s Technical Bulletin 2 lists tile, glue-down vinyl and concrete as flood damage-resistant, and standard wood flooring is not on that list. On low lots near either fork, we steer people toward porcelain or coated concrete on the ground floor.

Local knowledge

Acreage shops and garages off Blanding Boulevard

Blanding Boulevard is the spine of the area, running about 13 miles northeast to the Orange Park area and about 23 miles southwest to Keystone Heights. Since August 9, 2025, the First Coast Expressway has continued from SR 21 near town toward US 17 south of Green Cove Springs.

Outside the subdivisions, many properties sit on acreage with a detached shop or pole barn. Those slabs take tractor and mower traffic, fuel and oil drips, and dropped tools. An epoxy or polyaspartic system over a diamond-ground slab hoses off clean and keeps concrete dust out of the equipment.

Inside, newer slab homes often trade carpet for waterproof plank, and the slab gets a moisture test before any of it goes down. Along the creek, the St. Johns River Water Management District protects 2.7 miles of the south bank as the Black Creek Ravines Conservation Area, just above where the forks join.

Services in Middleburg

Floor jobs that suit homes along the Black Creek forks

What makes sense here depends on how close the lot sits to the creek, and whether there is a shop out back.

Water-Damaged Floor Replacement

After a creek flood or a burst line, we pull soaked flooring, check the slab or subfloor, and wait for dry readings before rebuilding. Irma showed how far Black Creek water can reach.

Epoxy Flooring

Detached shops and pole barns on acreage lots get oil, fuel and heavy equipment. A thick coating over a ground, patched slab turns a dusty floor into one you can sweep and hose down.

Garage Floor Epoxy & Polyaspartic Coating

Garages in the subdivisions along Blanding Boulevard see hot tires and summer heat. A diamond-ground slab under a flake coat keeps the finish bonded when warm tires roll in after a drive.

Tile Flooring Installation

On low ground near either fork, porcelain in thin-set over the slab is a flood damage-resistant choice under FEMA guidance. Perimeter movement joints go in so the new tile does not tent.

Luxury Vinyl Plank Flooring

Waterproof plank suits busy family homes in the newer neighborhoods. On concrete, an in-slab moisture reading decides whether a 6-mil poly barrier goes underneath before the first row is laid.

Epoxy Floor Repair & Recoating

Older do-it-yourself shop coatings often peel where the slab was never ground. We remove the loose coating, grind to a proper surface profile and recoat so the new layer bonds to sound concrete.

I had my garage floor done with epoxy, and I’m really happy with the results. Jimmy was professional, arrived on time, and did a thorough job preparing the surface. The epoxy finish looks sleek, durable, and resistant to stains and chips. I highly recommend this service for anyone wanting to upgrade their garage flooring! Great price for the quality of materials and services.

Questions

Middleburg questions about creek floods and shop floors

What flooring should go back in after Black Creek floods a house?

Choose materials on FEMA’s flood damage-resistant lists for the lowest floor: porcelain or ceramic tile, glue-down vinyl, or coated concrete. Standard wood flooring is not on those lists. Before anything goes back, the slab has to dry, and we confirm it with in-slab relative humidity readings under ASTM F2170. Rushing a new floor onto a wet slab after a creek flood is how it fails a second time.

Can one visit cover both the house and the shop on an acreage lot?

Yes. The measure can include the house, the garage and any detached shop on the property, with a moisture test on each slab, since a shop slab can read very differently from the house. You then get one written quote that covers each space, and the installs can be lined up so the crew is not making extra trips out Blanding Boulevard.

Does Middleburg have new flood maps coming?

Yes. FEMA and the state released preliminary flood insurance rate maps for Clay County on May 29, 2025, and the county now expects them to take effect in spring 2027. Zones near the creek forks could shift either way. Look up your address on FEMA’s Map Service Center before choosing floors for a ground-level room, especially after the Irma crest.
