Short answer

Choose a rigid-core luxury vinyl plank with a thick wear layer, a matte textured finish and a mid-tone color, installed over a moisture barrier on slabs. Use one product across every unit, keep spare boxes per property, and photograph the floors at each move-in and move-out so damage claims and repairs go quickly.

Every day a unit sits empty costs rent, and flooring is often what holds a turnover up. The carpet is stained, a few planks are chipped, or the old floor simply will not survive another lease. The goal is a floor that goes in quickly, takes years of tenants and can be repaired in an afternoon.

Rentals are a big share of the housing here. Census figures for Duval County show about 43.5 percent of occupied homes are rented, which adds up to a lot of turnovers each year. This guide covers what to specify, how to sequence a turnover and how floor records tie into Florida's security-deposit timeline.

What makes a floor survive tenants?

Luxury vinyl plank has become the default for rentals for good reason: it handles water, pets and furniture better than carpet or laminate. But plank quality varies widely, and the spec sheet tells you more than the showroom sample.

SpecWhat to look for in a rentalWhy it matters
Wear layerA thicker wear layer, stated in mils on the spec sheetTakes the scratches from furniture, pets and grit
CoreRigid core (stone-plastic or similar)Bridges small slab dips and resists dents from appliances
Locking edgesA tight click system rated for the room sizesFloating floors need joints that stay closed
PadAttached pad or a separate underlayment, plus a vapor barrier on slabsComfort, sound and protection from slab moisture
FinishMatte, textured surface in a mid-tone colorHides dust, scuffs and light scratches between cleanings

Color matters more than many owners expect. Very dark and very light planks show every footprint and pet hair. Mid-tone wood looks with some grain variation hide the daily wear that leads to cleaning charges and complaints.

Floating or glue-down LVP for a rental?

Both work. The choice comes down to speed, the slab and how you plan to repair.

Floating click-lock plank installs fastest and goes over a moisture barrier on concrete. Makers commonly require a gap at the walls and limit how far a run can go without a break, so long hallways and open plans may need transitions. Replacing one plank in the middle of a room means unclicking rows from the nearest wall, or cutting out the damaged piece and gluing in a new one.

Glue-down plank takes longer and needs a flatter slab and the right adhesive. In return, it feels solid underfoot, does not shift under heavy furniture and lets a crew cut out and replace a single plank cleanly. For high-turnover units where damage is a given, that easy repair can pay for the extra install time.

Our luxury vinyl plank flooring page goes deeper on moisture barriers, room-by-room choices and how planks handle Florida heat near sliding doors.

A turnover sequence that keeps the unit off the market for less time

The order of work decides how many days a unit sits empty. This sequence keeps trades out of each other's way.

  1. Walk the unit at move-out. Photograph every room's floor and note damage beyond what you expected from the lease term.
  2. Order or pull material. If you keep spare stock for the property, check it before ordering new.
  3. Remove the old floor and check the slab. Look for cracks and high spots, and test moisture where you have doubts. ASTM F2170 uses probes set into the concrete to read its relative humidity.
  4. Paint first. Walls, doors and trim go before the new floor, so drips and ladders never touch it.
  5. Install the floor, then reset baseboards, transitions and any appliances.
  6. Clean last. The final clean picks up dust from every trade at once.
  7. Photograph the finished floor for the move-in record.

A turnover runs smoothest when the floor goes in after paint and before cleaning.

When a lease start date is fixed, a fast flooring installation scheduled around the move-in day keeps the plan from slipping. Tell the installer the date up front so material, removal and haul-away can be lined up.

Floor records, photos and the deposit timeline

Florida's deposit rules put a clock on any claim for floor damage. Under section 83.49 of the Florida Statutes, a landlord who keeps no part of the deposit must return it within 15 days after the rental agreement ends. A landlord who intends to claim against it must send written notice within 30 days, by certified mail or by email where the statute allows.

Miss that 30-day notice and the statute says the landlord loses the right to impose a claim on the deposit, though a separate lawsuit for damages is still possible. The tenant then has 15 days after receiving the notice to object in writing. That leaves little time to gather proof, so build it into every turnover.

Checklist

  • Dated photos of each room's floor at move-in and at move-out
  • The product name, color and lot number of the installed plank
  • The install date and the invoice
  • Notes on any repairs made during the lease
  • A count of spare boxes stored for that property, and where they are
  • The repair or replacement quote for any damage you plan to claim

Dated photos at move-in and move-out make a deposit claim clear.

This is not legal advice, and the statute has more detail than fits here. Check with your attorney before relying on any one deadline. The practical point stands: the faster your floor records come together, the cleaner the claim.

What changes in older units?

Older buildings add steps that newer slab units skip. The EPA's lead renovation rule covers homes built before 1978. Firms doing work that disturbs lead-based paint in those homes must be EPA- or state-certified and use certified renovators, and the EPA says that includes in-house maintenance staff. Pulling painted baseboards and door casings during a floor job can bring that rule into play.

Old floors underneath deserve care too. The EPA notes that older vinyl floor tiles, the backing on vinyl sheet flooring and some adhesives may contain asbestos. Leave suspect layers in place, or have them tested before anyone sands, scrapes or tears them out. Often the simplest answer is to float new plank over a sound, flat old floor rather than remove it.

What we see on the job during rental turnovers

Since the 1968 consolidation, Duval County and the city have shared one government across roughly 875 square miles. That area covers everything from 1920s houses in older neighborhoods to newer slab-built complexes. A turnover in a 1960s duplex and one in a 2010s apartment are not the same job, even when the plank is identical.

A few patterns hold across most portfolios:

  • Standardize, but by property type. One plank across all units makes repairs easy. A separate spec for upstairs units, with a pad suited to the building's sound rules, avoids complaints from below.
  • Keep attic stock where it will be used. A few boxes per property, labeled with the lot number, turn a chipped plank into a short repair instead of a mismatched patch.
  • Do not skip the slab. A moisture barrier on concrete is cheap insurance against a floor that cups or smells musty a year later.
  • Transitions and stair edges wear first. Ask for metal or matching stair nosings rather than the thinnest trim piece.

For managers with several units, rental property flooring works best as a standing plan rather than a series of emergencies. We offer multi-unit pricing, and the same crew measures, tests, installs and walks the finished floor with you.

Frequently asked questions

Is LVP better than carpet for rental units?

Yes, for most units. Vinyl plank handles spills, pets and moving furniture far better than carpet, and a damaged plank can often be swapped instead of replacing a whole room. Carpet still has a place in upstairs bedrooms where sound matters. On slab-built units, we lay a moisture barrier under the planks before anything else goes down.

How long does a Florida landlord have to claim against a deposit for floor damage?

Section 83.49 of the Florida Statutes gives the landlord 30 days after the rental agreement ends to send written notice of a claim, by certified mail or email where allowed. Without a claim, the deposit goes back within 15 days. The tenant then has 15 days to object in writing, so floor photos and repair notes need to be ready early.

Should every unit in a portfolio get the same flooring?

Yes, in most cases. One plank and one color across your units means one set of spare boxes, simpler repairs and quotes that are easy to compare. It also lets a crew patch a damaged area in one unit with leftover stock from another. Write the product name and lot number into each unit file.

Do I need a permit to replace flooring in a rental?

No, usually not for the flooring itself. Florida jurisdictions that adopt the residential code's permit exemptions treat finish flooring as exempt, but confirm with your local building department. Flood-zone rules and any plumbing or electrical work can still require permits. Condo units also answer to the association's own flooring rules, so check those before ordering material.

Make the next turnover the easy one

The best rental floor is a rigid-core vinyl plank with a solid wear layer, a forgiving color and a moisture barrier under it. Pick one spec, keep spare boxes, record what went in, and photograph the floor every time keys change hands. That way, repairs are quick and deposit claims rest on clear records.
